Rand graduated from the University of Oregon with a degree in political science, and is currently a J.D. candidate at the University of Southern California. He has served as Assistant Deputy Political Director for John Kerry’s presidential campaign, as well as a foreign relations assistant in the U.S. Senate. He has spoken before various organizations such as the Congressional Coalition on Adoption Institute, the PEW Commission on Children in Foster Care, and the U.S. Senate Black Legislative Staff Caucus. Rand will serve as outreach director for the Institute, where he will plan events, establish media contacts, forge strategic partnerships, and generally work to find new audiences for the Institute’s independent policy ideas.
